It comes as Perth and the Peel region brace for a snap three-day lockdown to curb the spread of an outbreak.

The lockdown began at midnight on Friday and masks were mandatory from 6:00pm, although WA Premier Mark McGowan has recommended people wear them immediately.

It comes after a Victorian man tested positive in Melbourne after completing 14 days of quarantine at a WA hotel.

Mr McGowan confirmed a close contact of the man in Perth — a woman with two children who he stayed with in Kardinya in Perth’s south after completing quarantine — has also tested positive after having a rapid COVID test.

All passengers on an earlier flight from Perth to Melbourne that carried the man have been contact-traced and no one on that flight has travelled on to New Zealand, the NZ government said. 

The 54-year-old man left hotel quarantine on April 17 but did not return to Melbourne until April 21.

A flight due to leave Perth for New Zealand late on Friday night did not take off following WA’s decision, and any New Zealanders affected are asked to follow the advice of WA authorities.

NZ Health will provide further updates on Saturday.

Last week, New Zealand announced the opening of a trans-Tansman bubble allowing Australians to enjoy relatively unrestricted international travel and avoid hotel quarantine when they return home.

State-wide quarantine changes

In Queensland, health authorities have said they require anyone who has been in Perth or Peel on or since April 17 to take a COVID-19 test and go into mandatory quarantine until 2:00am Tuesday, April 27.

Masks must be worn if people need to go out to attain essential goods, receive health care or to make end of life visits, if allowed by the facility.

In the Northern Territory, health authorities will require anyone who arrives from the Perth or Peel regions from 12:00am on Saturday to undergo mandatory quarantine.

Anyone who was in either region and has arrived in the Northern Territory since April 17, or arrives before 12:00am on Saturday, will need to undertake a COVID-19 test and self-isolate until they return a negative result.

NSW Health has said that all people arriving in Sydney from WA from 12:00am Saturday morning “must complete a declaration which confirms they have not attended a venue of concern”.

They also urged “all travellers who have arrived from the Perth and Peel regions since 17 April to check the WA website and immediately follow the actions outlined”, and called on anyone who had attended any of the identified venues to contact NSW Health.

Extra screening has commenced at Sydney Airport to identify any passengers arriving from Perth who may have visited any of the venues of concern.

New South Wales

NSW Health has said all people arriving in Sydney from Western Australia from 12:00am Saturday morning “must complete a declaration which confirms they have not attended a venue of concern”.

They also urged “all travellers who have arrived from the Perth and Peel regions since 17 April to check the WA website and immediately follow the actions outlined”, and called on anyone who had attended any of the identified venues to contact NSW Health.

Victoria

On Friday, Victorian Chief Health Officer Brett Sutton declared the Perth and Peel regions would become red zones under the state’s traffic light travel permit system.

That means any Victorians who were to enter the state from those regions would be forced into home quarantine for 14 days, while any non-Victorians would stay in hotel quarantine until a return flight could be arranged.

The Victorian Department of Health also ruled that anybody currently in Victoria who had been in Perth or Peel between April 17 and April 23 would have to get tested for COVID-19 and remain isolated until a negative result is received.

Queensland

Effective immediately, Queensland health authorities will require anyone who has been in Perth or Peel on or since April 17 to take a COVID-19 test and go into mandatory quarantine until 2:00am Tuesday, April 27

Northern Territory

NT Health authorities will require anyone who arrives from the Perth or Peel regions from 12:00am on Saturday to undergo mandatory quarantine.

Anyone who was in either region and has arrived in the Northern Territory since April 17, or arrives before 12:00am on Saturday, will need to get a COVID-19 test and self-isolate until they return a negative result.

Tasmania

The Tasmanian Government has declared the Perth and Peel regions high-risk areas, meaning “anyone who wishes to travel to Tasmania who has been in [the affected regions] in the past 14 days will not be permitted … unless approved by the Deputy State Controller.

Any person who is granted an exemption would still have to complete 14 days of quarantine upon arrival.

South Australia

People from Perth or the Peel regions are now prohibited from entering South Australia unless they are returning permitted arrivals or an essential traveller.

Travellers who arrived in South Australia between April 17, and before 12:01am on April 24, must submit to a COVID-19 test on days one, five and 13, and self-isolate until they receive a negative result.

They must also avoid “high-risk” settings and any event where more than 1,000 people are present for 14 days after their arrival.Read our full coverage of the coronavirus pandemic

ACT

People who have visited an exposure site in WA or Victoria at the dates and times specified must submit to a COVID-19 test and self-isolate at home, “or other suitable accommodation”, until they receive a negative test.

ACT residents who have been in the Perth and Peel regions on or after April 17 and are intending to return to the ACT need to complete an online declaration form, and will need to stay at home until at least 2.00am on Tuesday, April 27.

Non-ACT residents from either area will need an approved exemption prior to travel.
